Key points
- As reported, India’s Haj quota is split 70:30: 1,22,518 seats through the Haj Committee of India and 52,507 through private Hajj Group Organisers (HGOs).
- The Haj Committee asked for an advance of ₹1,52,300 per pilgrim for Haj 2027, due by 17 August 2026 after an extension. As reported, the full Haj 2026 cost from Mumbai was about ₹3.5 lakh.
- Private Hajj costs more, but you choose the dates, the length of stay and the group.
- Before you pay a private operator, check its name on the Ministry of Minority Affairs list of eligible HGOs for Haj 2027.
- No private seat is final until the Ministry allots quota to the operator. All Hajj plans are tentative and subject to Saudi and Indian government policy and approvals.
Hajj 2027 cost in India: the short answer
Hajj through the Haj Committee usually costs less. Private Hajj costs more and gives you more choice. So when people ask “Hajj ka kharcha kitna hai?”, the answer depends on the route.
- Haj Committee: the Haj 2027 advance was ₹1,52,300 per pilgrim. As reported, the total for Haj 2026 from Mumbai came to about ₹3.5 lakh. The Haj 2027 total is set by the Committee in instalments.
- Private (HGO): private packages for 2027 that we saw advertised online in October 2026 started at about ₹5.4 lakh and went above ₹8 lakh per person, often with taxes extra.
These are reported or advertised figures, not our prices. Our Hajj 2027 rates are shared on call.
How the Haj Committee route works
You apply online to the Haj Committee of India. If your state gets more applications than seats, a computerised draw (qurrah) picks the pilgrims. This is how Haj Policy 2027 describes it:
- Applications are made on the Haj Committee website or the Haj Suvidha app. One application (a “cover”) can hold one to five adults from the same family.
- Priority goes first to pilgrims aged 65 or above, then to women travelling without a mahram, then to the top 20% of last year’s final waiting list, then to new applicants.
- Payments are made in instalments at the bank, using the reference number given to each selected pilgrim.
- The stay is usually 40 to 45 days. A 20-day Short Haj option is offered for up to 10,000 pilgrims from eight embarkation points, Mumbai among them.
- Buildings in Makkah are hired for the whole season, so everyone pays the same, however long they stay.
- Those who have done Hajj through the Haj Committee before cannot apply again.
How private Hajj (HGO) works
With private Hajj, you book a package with a Hajj Group Organiser approved by the Ministry of Minority Affairs. Your seat comes from the private quota, not the draw.
- As reported, the private quota for Haj 2027 is 52,507 seats.
- Operators are grouped into Combined HGOs of about 2,000 pilgrims each.
- The Ministry published the list of eligible HGOs for Haj 2027 on 27 August 2026. As reported, quota for each operator is allotted after that, and bookings are final only once quota letters are issued.
- Each operator sets its own dates, length of stay, hotels and Mina tent category.
- Under HGO Policy 2027, operators sign an agreement with each pilgrim that lists the services and charges, and upload pilgrim details and the package cost on the Ministry’s HGO portal.
What goes into the cost of Hajj
Every Hajj package, government or private, is built from the same main parts. Knowing them helps you compare quotes.
- Return flight ticket between India and Saudi Arabia
- Saudi Hajj services: the tents in Mina and Arafat, by category and zone
- Hotels or apartments in Makkah and Madinah: distance from the Haram changes the price the most
- Transport between cities and during the Hajj days
- Meals for the whole stay
- Qurbani: check whether it is included or paid separately
- GST and TCS as applicable. TCS is collected as advance tax; ask your tax adviser how to claim it in your income tax return.
- Your own costs: medical tests, vaccinations, ihram, shopping and some money for emergencies
Haj Committee vs private Hajj: side by side
Here is how the two routes compare on the points families ask about most:
- Cost: the Haj Committee is usually lower; private is higher.
- Getting a seat: the Haj Committee uses a draw and waiting lists; private Hajj is booked with an operator, subject to its quota.
- Length of stay: the Haj Committee is usually 40 to 45 days, or 20 days on Short Haj; private packages range from about two weeks to six weeks.
- Dates: the Haj Committee follows its flight schedule; a private operator gives you the package dates, which stay tentative until approvals.
- Stay: the Haj Committee hires buildings for the whole season; private packages state the hotel area and distance for each part of the trip.
- Group: Haj Committee groups are large; private groups are smaller and travel with the operator’s own guides.
Which route suits whom
Both routes lead to the same Hajj. Choose the one that fits your health, budget and time.
- The Haj Committee suits you if cost matters most, you can be away for about six weeks, and you are happy to wait for the draw.
- Private Hajj suits you if you have limited leave, want a hotel closer to the Haram, are travelling with elderly parents who need more support, or were not selected in the draw.
- If you are on the Haj Committee waiting list, read our guide on your options before you decide.
