Key points
- A waiting list number means you were not picked in the draw, but you can still get a seat if a selected pilgrim cancels.
- Seats are given strictly in serial order. Your State Haj Committee tells you when your turn comes, and you must then pay and submit papers on time.
- Nobody can predict or speed up your confirmation. Stay away from anyone who offers to.
- If you want more certainty, private Hajj with an eligible HGO is an option, subject to the private quota and approvals. You cannot travel on both.
What the Haj Committee waiting list means
Being on the waiting list means your application is valid, but there was no seat for you in the draw (qurrah). Each state has a fixed quota. When a state gets more applications than seats, the draw picks the selected pilgrims, and everyone else gets a waiting list number.
Under Haj Policy 2027 there are four waiting lists, in this order: pilgrims aged 65 or above, women without a mahram, last year’s top 20% backlog, and new general applicants. A higher list is cleared before the next one.
How the waiting list clears
The list moves only when a selected pilgrim cancels or drops out. The State Haj Committee then offers that seat to the next person on the list, strictly by serial number.
- Selected pilgrims who miss a payment or a document deadline lose their seat, and those seats go to the waiting list.
- Lists usually clear in rounds. For example, as reported, Telangana released a second Haj 2027 waiting list of 138 pilgrims, who had to pay the first instalment by 14 September 2026.
- When your turn comes, you get only a short time to pay and finish the medical screening. Miss it and the seat moves on.
- Haj Policy 2027 asks waitlisted applicants to stay in touch with the Haj Committee and their State Haj Committee about their status.
What are my chances of confirmation?
No one can tell you for sure. It depends on your state’s quota, your number on the list and how many selected pilgrims cancel, and none of this is known in advance.
Searches like “waiting list confirmation chances Maharashtra” are common, but treat any prediction with care. Look at your number, follow your State Haj Committee’s notices, and plan for both outcomes.
Haj Policy 2027 gave priority to the top 20% of the final Haj 2026 waiting list. This may or may not be repeated for Haj 2028, so do not count on it.

Switching to private Hajj
Yes, you can choose private Hajj instead, but you cannot travel on both. Private Hajj is booked with a Hajj Group Organiser (HGO) approved by the Ministry of Minority Affairs, from a separate private quota.
- Check the operator on the Ministry’s list of eligible HGOs for Haj 2027 before you pay.
- As reported, private seats are final only after the Ministry allots quota to each operator. Before that, no one can promise you a seat.
- If your Haj Committee seat is confirmed after you book privately, you will have to choose one. Read the cancellation terms on both sides first.
- Under Haj Policy 2027, a selected Haj Committee pilgrim can cancel without penalty only for death or serious illness. Other cancellations carry penalties.
- Before you decide, ask your State Haj Committee how your application will be treated if you travel privately.
Private Hajj costs more than the Haj Committee route. Our guide on Hajj 2027 costs compares the two.
